City Manager, Ángel R. Escobar, announced his selection today to fill the Corpus Christi Police Department Police Chief position as Mr. Troy Riggs of Louisville, Kentucky. After the City Manager requests City Council confirmation of his selection, the appointment will be effective October 5, 2009. Troy Riggs is the definite leader in the field of applicants for the police chief position, said Ángel Escobar. His skills demonstrate effective teamwork, communication, and integrity which with his policing experience will translate into an excellent leader, added Escobar.
Mr. Riggs is currently the Assistant Chief of Police/Chief of Staff of the Louisville Metro Police Department. He has over 20 years of policing experience including merging the former Louisville Division Police and the Jefferson County Police Department into a department of approximately 1,245 uniformed officers. Along with the day-to-day activities of the Chiefs staff, he is also the commander of the Support Operations Bureau which includes the major crimes pision, narcotics, and department specialty teams. He is also known for his open management style, community policing and efficiency measures in the management of taxpayer resources.
Riggs is a graduate of the University of Louisville with a B.S. degree in Political Science and an EMBA from Sullivan University also in Louisville Kentucky. Away from the office he has volunteered his time as a Sunday school teacher, athletic coach and food pantry worker for Kentucky Harvest. He has been married for 19 years and has two sons.
The City is currently planning a public reception on Thursday, September 24, 2009 from 5:30 to 7:00 p.m. at the American Bank Center to allow residents an opportunity to meet the new police chief and his wife of 19 years, Kara. Along with the reception, plans are in progress to introduce Mr. Riggs to key staff within the Police Department and City.
